Aplasia cutis

This is a congenital absence of skin, appearing as a membranous scar or ulcer, not a yellowish, waxy plaque like a nevus sebaceous.

Epidermal naevus

While both are hamartomas, a typical epidermal nevus is more verrucous and hyperkeratotic, whereas a nevus sebaceous has a characteristic yellowish, cobblestone or waxy appearance.
